This position serves in a project management capacity to obtain permits, seek authorizations, and request encroachments from various county and state governments, CSX Transportation, and utility companies to include power, gas and fiber optic for the installation of mining infrastructure required for dragline crossings, equipment crossings, powerline, pipeline and driveway connections around county and state roadways, rights of ways, railroads, and private easements. Acts as company liaison between Mosaic’s legal, land and geotechnical engineering departments, as well as with the applicable agency or entity. Works with the geotechnical engineering team, supporting mining related issues such as soil mechanics.
What will you do?
Prepares required reports and permit applications necessary to cross various county and state roadways and rights-of-way with mine infrastructure and equipment
Coordinates with the geotechnical engineers within the Mine Services Department and directs third party consultants’ work efforts as needed in documentation and engineering studies required for permits and/or waivers
Prepares required reports and agreements required to cross various utilities and private entities with mine infrastructure and equipment
Coordinates with the geotechnical engineers within the department and directs third party consultants’ efforts as needed in documentation and engineering studies required for encroachment agreements
Coordinates closely with Mosaic legal and land departments
Prepares and submits road closure abandonments for continued mining operations in Polk and Hardee counties
Provides abandonment support for existing permits and/or easements
Leads coordination of drawings preparation and supporting documents for required submittals. Upon issuance of permits and /or encroachments prior to construction, coordinates and ensures all maintenance of traffic plans, law enforcement coverage, public notification and all other applicable requirements are met
Conducts site visits and provides guidance with the applicable department performing the work to further confirm and document progress status. At project completion, prepares and submits necessary as-built drawings/surveys and completion reports to the applicable agency and/or entity
Responsible for preparing and submitting road closure abandonments for continued mining operations in Polk and Hardee Counties
Obtains and maintains all CSX licensing, permits, rights-of-way approvals, crossings, and utility easements for mining operations
Acts as company liaison between Mosaic’s legal, land, and/or geotechnical engineering departments and the applicable external agency or entity. Company liaison with adjacent/nearby property owners to implement setback waivers, utility easements, and consents required under state and local rules/regulations
Serves as a utility “technical” consultant and liaison within Mosaic, as well as with city and county governments, utility companies, and outside agencies
Serves as Mosaic representative and primary contact for coordination of mining infrastructure and utility rights-of-way with the following :
Electric Utility :TECO, Seminole Electric, Peace River Electric, and Duke Energy
Gas Transmission : Florida Gas Transmission, Gulfstream Natural Gas and Peoples Gas
Utility Other : CSX, Century Link, Level 3 Communications and Florida Sunshine One Call
State : Florida Department of Transportation District I and VII
County Road and Right of Way : Hillsborough, Polk, Hardee, and Manatee counties
Enforces the specifications and standards of all permits, agreements, rights-of-ways, etc. Works closely with Operations and Mine Planning to ensure compliance with local ordinances, setbacks, and zoning approvals
Promotes on-the-job safety to ensure the well-being of employees, contractors, and members of the community
Provides expert advice for all utility permit applications and mining infrastructure activities
What do you need for this role?
Bachelor’s degree required. Bachelor’s degree with a major in Engineering/Science or Business preferred
8+ years of applicable experience within the specific work area, i.e., working with regulatory agencies, local and state governments, contractors and consultants
10+ years of project management experience preferred
Ability to complete ATSSA Work Zone Traffic Control FL Intermediate Course within 12 months preferred
Microsoft Office Suite, Livelink, One Source experience required
GIS and Maximo experience preferred
Effective verbal and written communication skills
Ability to work in diverse teams and deal effectively with others
Strong interpersonal skills to influence and maintain relationships with regulators and private entities
Demonstrated ability to manage multiple assignments effectively
Demonstrated ability to work independently with little supervision
Demonstrated ability to influence others to achieve project goals, timelines, etc.
Ability to research and understand changes in the regulatory environment and quickly react to changes in regulations
